Unofficial Part

Opposed to Official Parts, an Unofficial Part is an LDraw part file which has not yet passed the Parts Tracker certification process successfully.

So that file can either be one that still sits on the Parts Tracked, awaiting its certification, or just a custom file, anywhere on someone's machine or in the internet.
