The LDraw Standards Board is a group of people which get elected on a regular basis.
These people discuss and agree on technical specifications that apply to LDraw, which is mainly the syntax of LDraw files.
Note that that is something different than dealing with the direction of LDraw.org as a whole, which is taken care of the LDraw Steering Committee instead.
